Most of the grants that ZonMw promotes are considered financial support from the government. ZonMw must comply with EU state aid rules. When government agencies provide aid to businesses, this aid can distort competition relations. This can have an impact on trade between Member States. This is why state aid is almost always prohibited. In the Commission`s De minimis regulation (EU) No 1407/2013 of 18 December 2013, the European Commission finds that aid measures (such as subsidies) up to a certain threshold do not affect trade between Member States and do not distort competition. Therefore, amounts below this threshold are not considered state aid within the meaning of the Treaty on the Functioning of the European Union. Assistance per independent company can be granted over a period of three consecutive years, up to a maximum of 200,000 euros per piece. This regulation does not apply to services of general economic interest. Where it is possible to work under the de minimis regulation, a call for a grant expressly indicates this. Upon the introduction of the detailed application, the company (hereafter) files a de minimis assistance return (see below), in which it indicates all the de minimis aid granted to it in the previous two fiscal years and during the current fiscal year. Any company that receives a grant submits this declaration. ZonMw may only grant the grant after receiving this declaration.
ZonMw assumes that the de minimis statement is complete and accurate. In principle, the initiative step to achieve ALS is the responsibility of the service client. AN ALS formulates performance indicators and associated standards to ensure that performance requirements are met by the services provided. If all standards applicable to a given requirement are met, the corresponding requirement is met.
